Each meter has a unique meter number.  The current meter reading minus the previous reading times the multiplier equals kilowatt-hour usage.  The multiplier relates to the calibration of the meter as it is configured for your particular electrical service requirement.  Demand metered customers are billed for the highest average kilowatt use over any 15-minute period during the billing cycle.   If our meter reader wasn't able to access your meter, an estimate of your usage is made based on prior average use.  Some large commercial services include a power factor to measure reactive power, which creates the magnetic fields used in engines and lighting ballasts.  This is another component of electricity that requires additional cost that must be passed along to customers.
