AELP Files Request to Increase Electric Rates

Juneau, Alaska – May 11, 2026

In response to the rising cost of providing safe and reliable electric service in Juneau, Alaska Electric Light and Power Co. (AELP) has submitted a request to the Regulatory Commission of Alaska (RCA) to increase electric rates in Juneau.

To change electric rates, AELP must seek approval from the RCA by engaging in a 450-day process that resembles a civil trial. AELP presents evidence to support its request, and the Alaska Department of Law’s Office of Regulatory Affairs and Public Advocacy (RAPA) and other intervenors, if any, review AELP’s proposal and argue for changes they believe are appropriate. At the end of the proceedings, the RCA issues a final order that determines AELP’s rates.

AELP’s rates are required by law to be based on the utility’s actual revenues and expenses recorded in a prior “test year.” AELP’s currently authorized rates are based on a 2021 test year. In the time since, the economy has endured a historic period of inflation which has substantially increased operating costs. AELP has also invested nearly $65 million in critical infrastructure and equipment, including replacing the 110-year-old penstock – the steel pipe that carries water from the reservoir to the powerhouse – at the Annex Creek Hydroelectric Facility, which produces 6% of Juneau’s annual electricity.

AELP anticipates the request will take effect in two stages, with the first increase taking effect around late June 2026, and a second increase taking effect around August 2027. If the RCA approves AELP’s request as filed, then the bills received by a residential customer using 850 kilowatt-hours (kWh) per month will see the changes estimated in the table below. The percent increases shown below represent the net impact to customer bills taking the estimated Cost of Power Adjustment (COPA) into account.
